THE LOCAL THESIS

Our editorial thesis: practical impact opportunities lie in coordinating existing institutions and informal-to-formal economic activity. Define a municipal territory and buyer; prove reliability and income benefits before scaling.

São Paulo's current PlanClima portal distinguishes a municipal 2030 emissions reduction of 20% against 2017 from a 50% ambition requiring joint action with other city sectors. It seeks net-zero municipal-territory emissions by 2050. Those are different commitments, not interchangeable claims. Its summary of average 2010–2022 emissions assigns 60% to transport, 31% to stationary energy, and 9% to waste. Historical shares inform discovery, not present-day valuations.

The municipality contains a rural south. The City's Ligue os Pontos account describes agricultural livelihoods, environmental protection, and the challenge of connecting producers to urban demand. Elsewhere, UBS primary-care services, Cate employment support, and recycling cooperatives provide existing delivery infrastructure. The proposals below focus on improving those systems with their operators. Distinguish municipal, metropolitan, state, and national evidence: a Brazil-wide Pix statistic is not city adoption.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in São Paulo. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISOur editorial thesis: practical impact opportunities lie in coordinating existing institutions and informal-to-formal economic activity. Define a municipal territory and buyer; prove reliability and income benefits before scaling.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in São Paulo. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

São Paulo: a local outcome ledger

  • Climate

Energy and cost per delivered unit, vehicle availability, charging peaks, and emissions using explicit electricity and fuel factors.

  • Food

Producer net income per delivery, payment delay, rejected volume, food loss, and transport cost per kilogram.

  • Health

Completed follow-ups, time to appointment, duplicate contacts, staff workload, and patient-reported accessibility.

  • Finance

Reconciliation time, missed obligations, cash-buffer stability, fees, and merchant-reported understanding.

  • Learning

Sustained placements, net earnings after travel, predictable hours, and learner-reported progression.

  • Circular

Saleable yield, contamination, price per kilogram, payment delay, worker net income, and safety incidents.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Make urban fleet electrification and efficient routing operationally credible. PlanClima identifies transport as the largest sector in its historical emissions summary.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed depot-and-route planning service could compare electric and existing vehicles on actual duty cycles, charging constraints, downtime, and service coverage rather than assume that vehicle replacement alone works.

Potential customers

Urban service fleets, delivery operators, depot owners, and logistics contractors with a defined renewal budget.

A pilot worth testing

Study one depot and a repeatable set of routes, then trial a small vehicle cohort against matched operational records.

Measure the impact

Energy and cost per delivered unit, vehicle availability, charging peaks, and emissions using explicit electricity and fuel factors.

Watch the tradeoff

Verify grid capacity and service reliability; avoid making peripheral neighbourhoods bear reduced coverage while central routes look efficient.

Food systemsSDG 2 · 12 · 13

Improve income and reliable market access for the rural south's producers. Ligue os Pontos explicitly connects agricultural viability with environmental protection and urban demand.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test a shared ordering, consolidation, and delivery service for producers around Parelheiros and willing urban buyers. Focus on agreed quality, delivery windows, payment, and a fair producer margin.

Potential customers

Restaurants, institutional caterers, independent retailers, and producer organisations; public food procurement has a separate qualification process.

A pilot worth testing

Coordinate a weekly basket of seasonal products from a small consenting producer group to three repeat buyers.

Measure the impact

Producer net income per delivery, payment delay, rejected volume, food loss, and transport cost per kilogram.

Watch the tradeoff

Do not reward land conversion or imply that local automatically means low-carbon. Protect producer choice, seasonality, and biodiversity.

Health & careSDG 3 · 10

Support continuity through the UBS primary-care system. Municipal guidance identifies UBS services as an entry point to SUS, including chronic-condition follow-up and preventive care.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed clinic workflow could reconcile scheduled follow-ups, contact preferences, and community-worker handoffs, helping staff identify missed care without adding another disconnected patient record.

Potential customers

Authorised primary-care operators and care-management teams working within the municipality's governance and purchasing arrangements.

A pilot worth testing

Agree one non-diagnostic follow-up pathway with an authorised clinic, and compare appointment completion before and during a supervised trial.

Measure the impact

Completed follow-ups, time to appointment, duplicate contacts, staff workload, and patient-reported accessibility.

Watch the tradeoff

Keep care decisions with clinicians; define lawful data access, retention, and patient communication with the responsible institution before collecting health information.

Financial inclusionSDG 1 · 8 · 10

Build financial resilience around digital payments rather than treating account access as the finished outcome. The central bank's report examines both Pix inclusion and risks such as over-indebtedness and digital insecurity.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test simple reconciliation and cash-planning support for small merchants receiving Pix payments, with clear separation of household and business money. National research motivates local interviews; it does not establish city-level willingness to pay.

Potential customers

Merchant associations, responsible financial institutions, and business-support providers serving microentrepreneurs.

A pilot worth testing

Co-design a voluntary weekly cash-flow review with a small merchant group, using redacted exports rather than account credentials.

Measure the impact

Reconciliation time, missed obligations, cash-buffer stability, fees, and merchant-reported understanding.

Watch the tradeoff

Avoid credit upselling, hidden charges, credential collection, and unsupported promises of income or lending eligibility.

Learning & workSDG 4 · 5 · 8

Connect skills development to an identifiable livelihood pathway. Cate offers employment matching, qualification workshops, and support for formalising a microenterprise.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed service could coordinate employers and training providers around a specific role, such as equipment maintenance, while explaining shift location, travel requirements, and entry criteria before enrolment.

Potential customers

Employers, workforce providers, and institutions funding employability or small-business support; test who benefits enough to pay.

A pilot worth testing

Agree one role and competency checklist with an employer, then track a small cohort through training, interviews, and three months of work.

Measure the impact

Sustained placements, net earnings after travel, predictable hours, and learner-reported progression.

Watch the tradeoff

A certificate or formal registration is not proof of a sustainable livelihood. Check accessibility and whether unpaid training displaces necessary income.

Circular citiesSDG 6 · 11 · 12

Increase the value of material recovered by cooperatives. The City's selective-collection page describes accredited cooperatives and the flow of recyclable materials through the municipal system.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test cooperative-owned weighing, quality records, scheduling, and buyer coordination. The commercial goal should include more value reaching workers, not only more material captured by a platform.

Potential customers

Cooperatives, commercial waste generators, and buyers with clear material specifications; confirm concession and collection boundaries before changing routes.

A pilot worth testing

Co-design a traceable batch workflow with one willing cooperative and one verified materials buyer.

Measure the impact

Saleable yield, contamination, price per kilogram, payment delay, worker net income, and safety incidents.

Watch the tradeoff

Keep workers in control of their data and commercial terms; do not divert valuable materials away from existing cooperative livelihoods.

questions in view.

Efficiency gains can bypass workers

Recycling cooperatives and rural producers are economic participants, not an inexpensive logistics layer. Evaluate net income, payment terms, decision rights, and rejected materials alongside throughput before claiming an inclusive business model.

SP Regula / Prefeitura de São PauloPrefeitura de São Paulo

Digital access is different from financial wellbeing

The central bank's research separates access and use and discusses financial vulnerability. A payment-enabled venture still needs fraud controls, transparent pricing, accessible support, and evidence that users are better off rather than simply borrowing more.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which fleet routes can electrify without unacceptable downtime, charging peaks, or reduced service coverage?
  2. What order size, delivery window, and payment schedule make rural-south supply viable for both farmers and urban buyers?
  3. Can a cooperative-led materials workflow improve workers' net income after equipment, transport, and administration costs?

Follow the evidence.
