THE MARKET THESIS

Build from a real learning barrier or an employer’s repeated skills need. Content generation is an input; demonstrated capability, access, durable earnings and working conditions are the outcomes that matter.

01 / THE EVIDENCE, DRAWN TO SCALE

Make the scale visible.

This is the quantity reported by the cited institution. It is context for a question, rather than a forecast of startup revenue.

Global; school-age population

Out-of-school population estimate for 2024, published in 2026. It is distinct from unemployment or the global jobs gap.

Visuals reproduce the cited signal, including its original scope. Rounded unit graphics are reading aids; the displayed figure and source definition govern the claim.

UNESCO’s 2026 monitoring report identifies 273 million children and young people out of school; the underlying global population estimate refers to 2024. The report stresses that national contexts shape both barriers and possible responses.UNESCO

The ILO’s January 2026 outlook projects a global jobs gap of 408 million in 2026 and describes persistent informal work and job-quality deficits. The jobs gap includes people wanting paid work and is broader than unemployment.International Labour Organization

05 / FOLLOW THE SYSTEM

Follow the value. Find the friction.

A proposed operating map for learning & work. Read the handoffs before choosing a product to build.

Learning
system
  1. 01

    Reach the learner

  2. 02

    Teach & support

  3. 03

    Demonstrate skills

  4. 04

    Match to opportunity

  5. 05

    Track durable outcomes

THE BUYER QUESTION

Schools, employers, public training agencies and workforce intermediaries. Verify procurement calendars and whether a learner can realistically pay. Employer demand should be demonstrated through actual roles and work tasks.

THE EXPERIMENT

Co-design a limited learning sequence with teachers or an employer. Assess capability before and after, track who drops out, then follow employment or further study where relevant. Compare with the existing support, rather than with no support at all.

  3. Demonstrate skills
  4. Match to opportunity
  5. Track durable outcomes

Editorial system map derived from the research brief. The sequence is a framework for discovery, with no claim that a Pheonix programme, customer or pilot is operating.

How might the business work?

Test employer-funded training, institutional licences or services tied to a defined skills gap. Account for facilitation, learner support, accessibility and placement effort; course completion alone is not a commercial or impact result.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Define the people, geography, existing service and time period. Record the full cost before the intervention.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • Verified capability

Independent assessment of a defined capability

  • Equitable completion

Participation and completion by access barrier

  • Durable work & earnings

Sustained employment, earnings and working conditions

  • Cost per outcome

Cost per verified learning or employment outcome

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

WATCH THE TRADEOFF

What could change the case?

Placements may displace other workers rather than create opportunity.

Selection effects can exaggerate a programme’s benefit.

Children’s data and automated assessments require particular care.

QUESTIONS BEFORE THE FIRST PILOT
  1. What can learners do afterwards that they could not do before?
  2. Who is least likely to finish, and why?
  3. Does the employer need a credential, a task capability, or both?

Follow the evidence.
