THE LOCAL THESIS

Our editorial thesis: London is a useful market for ventures that can connect borough delivery, institutional demand, and trusted community access. Start with a measurable improvement and an identified budget holder.

The Greater London Authority's fourth Environment Strategy progress report documents the acceleration of the city's net-zero target to 2030 and work on buildings, neighbourhoods, resources, and adaptation. Policy guides discovery; retrofit customer demand and financing still need validation. Distinguish Greater London from individual boroughs, and strategic policy from service procurement.

The 2026 State of London report records 11% of households experiencing low or very low food security in 2024/25, while its health chapter describes pronounced differences in healthy life expectancy between boroughs. Household affordability and health access therefore belong alongside carbon in an impact assessment. These public-evidence proposals need local validation and evaluation. They do not establish interviews, partnerships, investments, or completed Pheonix projects.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in London. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISOur editorial thesis: London is a useful market for ventures that can connect borough delivery, institutional demand, and trusted community access. Start with a measurable improvement and an identified budget holder.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in London. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

London: a local outcome ledger

  • Climate

Weather-adjusted energy, bills, comfort, damp-related complaints, installation defects, and carbon using declared factors.

  • Food

Cost per suitable meal, avoidable waste per portion, meal availability, supplier reliability, and participant satisfaction.

  • Health

Completed appointments, time to follow-up, patient burden, and outcomes selected by the clinical team; assess differences between groups.

  • Finance

Support completion, avoidable fees, participant-defined goals, and confidence; distinguish self-report from verified changes.

  • Learning

Sustained progression, pay and hours, learner wellbeing, completion, and employer retention; record travel and childcare barriers.

  • Circular

Repair success, extended product life, net customer savings, technician earnings, and estimated avoided purchases with transparent assumptions.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Make occupied-building retrofit easier to specify and deliver. The environment progress report identifies building decarbonisation and community-led neighbourhood work as implementation priorities.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed service could assemble surveys, resident communication, installer sequencing, and post-installation checks for a social-landlord portfolio. Start with a repeatable building type rather than assume one solution fits London's varied stock.

Potential customers

Housing associations, borough housing teams, facilities managers, and qualified retrofit providers with a funded programme.

A pilot worth testing

Compare a small set of similar occupied homes, document baseline conditions, and test one retrofit measure with resident consent.

Measure the impact

Weather-adjusted energy, bills, comfort, damp-related complaints, installation defects, and carbon using declared factors.

Watch the tradeoff

Check ventilation, overheating, quality assurance, and resident disruption; modelled savings alone do not establish lower bills.

Food systemsSDG 2 · 12 · 13

Treat affordable good food and food-system efficiency as connected goals. London's Food Strategy covers households, retail, institutions, growing, and environmental impact.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test a procurement-and-waste service for community kitchens or institutional caterers, including nutrition, suitable menus, reliable supply, and cost transparency.

Potential customers

Catering operators, community-food organisations, universities, and borough-commissioned services with confirmed budgets.

A pilot worth testing

Work with two kitchens to measure ordering and avoidable waste, then trial substitutions and shared purchasing over a menu cycle.

Measure the impact

Cost per suitable meal, avoidable waste per portion, meal availability, supplier reliability, and participant satisfaction.

Watch the tradeoff

Food insecurity is about sufficient access, not only waste. Do not replace predictable funded meals with unreliable surplus or assume users can pay a premium.

Health & careSDG 3 · 10

Reduce unequal access to prevention and follow-up. The State of London health chapter shows substantial borough differences in healthy life expectancy and premature cardiovascular mortality.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed neighbourhood navigation service could help an authorised provider reconnect patients with preventive appointments and relevant community support. Begin with a specific missed-care pathway and a human team, not an unvalidated diagnostic promise.

Potential customers

GP groups, community health providers, and commissioners with an agreed access-improvement objective.

A pilot worth testing

Co-design reminders and support with one provider and a community organisation, maintaining telephone and in-person routes.

Measure the impact

Completed appointments, time to follow-up, patient burden, and outcomes selected by the clinical team; assess differences between groups.

Watch the tradeoff

Protect patient confidentiality and clinical decision-making. A short access pilot cannot credibly claim to increase population life expectancy.

Financial inclusionSDG 1 · 8 · 10

Design for financial resilience and accessible support. FCA research identifies unbanked adults, digital exclusion, difficulty accessing products, and limited financial buffers at UK level.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test an assisted money-management and referral workflow through a trusted London service, focused on explaining options and completing a useful action rather than pushing credit.

Potential customers

Housing providers, responsible financial firms, employers, and community advice organisations with a funded support remit.

A pilot worth testing

Recruit through one willing local provider, test accessible appointment preparation, and measure whether referrals actually reach appropriate support.

Measure the impact

Support completion, avoidable fees, participant-defined goals, and confidence; distinguish self-report from verified changes.

Watch the tradeoff

The FCA survey is national and cannot estimate London demand by itself. Establish an appropriate regulated partner where required and prohibit sales incentives that undermine users' interests.

Learning & workSDG 4 · 5 · 8

Link adult learning with progression rather than credentials alone. The Skills Roadmap emphasises locally relevant provision, accessibility, employer collaboration, and social as well as economic outcomes.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed coordination service could help colleges and small employers specify job tasks, support requirements, and interview commitments for a retrofit or repair pathway.

Potential customers

Further-education providers, borough employment services, and employers with a verifiable recruitment or upskilling requirement.

A pilot worth testing

Agree one role with employers, recruit a small accessible cohort, and follow learners from entry through ninety-day employment or further learning.

Measure the impact

Sustained progression, pay and hours, learner wellbeing, completion, and employer retention; record travel and childcare barriers.

Watch the tradeoff

Do not narrow success to job placement when a learner's agreed objective is foundational language, confidence, or further education. Publish the chosen outcome definition.

Circular citiesSDG 6 · 11 · 12

Make repair and reuse commercially convenient on the high street. ReLondon's remit connects resource management with reuse, repair, sharing, and circular business models.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test shared repair intake, collection, parts sourcing, and condition reporting for a neighbourhood business cluster. Solve labour and logistics constraints before expanding listings.

Potential customers

Repair businesses, retailers, landlords, and institutions managing equipment replacement or tenant services.

A pilot worth testing

Choose one product category, recruit a few businesses, and record every item from intake to confirmed return, resale, or responsible recycling.

Measure the impact

Repair success, extended product life, net customer savings, technician earnings, and estimated avoided purchases with transparent assumptions.

Watch the tradeoff

Check safety, warranty, transport, and whether repaired products genuinely replace new purchases; avoid counting the same item as multiple impact outcomes.

Keep the difficult
questions in view.

Strategic ambition is not a delivery contract

Citywide climate plans involve boroughs, institutions, property owners, and national systems. Confirm the actual asset owner, procurement route, installation permissions, and operating budget rather than treating the Mayor's target as a purchase order.

Greater London Authority

Affordability can undermine adoption

Food insecurity and household financial pressures documented by the GLA mean an environmentally attractive premium service may fail the households it seeks to help. Test total household cost, accessible support, and who pays for implementation.

Greater London Authority / City Intelligence

Indicators are not interchangeable

Healthy life expectancy differs from total life expectancy; borough outcomes differ from regional averages; FCA financial findings are UK-wide. Preserve these definitions and data years rather than manufacture a city ranking from incompatible measures.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which retrofit measures improve residents' measured bills and comfort after ventilation, maintenance, and disruption costs are included?
  2. Who can fund a neighbourhood repair or food-service pilot long enough to observe repeat use and household savings?
  3. Which adult-learning barriers prevent progression after enrolment, and what commitments will employers and providers make before recruitment?

Follow the evidence.
