THE LOCAL THESIS

Our editorial thesis: the strongest local impact ventures will connect climate implementation and public-service delivery to measurable household benefits, rather than assume a successful software product automatically produces an equitable city.

San Francisco's Environment Department identifies a 2026 Climate Action Plan with seven sectors and implementation across 18 departments and agencies. That is an implementation agenda, not a market-size estimate. Ask which building owner, contractor, community organisation, or agency has an operational bottleneck and a purchasing route. Treat the city and the wider Bay Area as different territories: a regional construction partnership or university network does not establish citywide demand.

The 2024 Community Health Assessment, published in 2025, describes the interaction of housing instability, food access, transport, language, and health. The Food Security Task Force separately describes fragmented food programmes and pressure on provision. These documents suggest a discovery agenda around coordination and access. They do not prove that residents need another app. These research hypotheses need a baseline, compensated community expertise, and verified household outcomes.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in San Francisco. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISOur editorial thesis: the strongest local impact ventures will connect climate implementation and public-service delivery to measurable household benefits, rather than assume a successful software product automatically produces an equitable city.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in San Francisco. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

San Francisco: a local outcome ledger

  • Climate

Weather-adjusted energy use, measured emissions using stated factors, resident bills, and days without service.

  • Food

Completed food referrals, waiting time, reported suitability, and provider cost per successful delivery.

  • Health

Referral-to-appointment time, completed visits, patient-reported burden, and staff minutes per completed referral.

  • Finance

Counselling attendance, account use where voluntarily reported, avoided fees, and participant-defined financial goals.

  • Learning

Independent task completion, confidence after thirty days, repeat use, and progression to an actual service or job opportunity.

  • Circular

Verified mass reused, avoided new purchases, transport distance, net project cost, and material-specific embodied-carbon estimates.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Make building electrification deliverable for occupied properties. The 2026 plan includes a 2030 building-emissions reduction goal and a zero-emission building goal for 2040.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed service could coordinate equipment inventories, contractor availability, electrical upgrades, and resident communication for a small landlord portfolio. Sell completed upgrades and verified performance, not a carbon dashboard alone.

Potential customers

Affordable-housing operators, smaller multifamily owners, and qualified retrofit contractors; the building owner is the likely initial budget holder.

A pilot worth testing

Audit five willing buildings, select one equipment category, and compare installed cost and completion time with the owner's previous projects.

Measure the impact

Weather-adjusted energy use, measured emissions using stated factors, resident bills, and days without service.

Watch the tradeoff

Check electrical capacity and tenant disruption early; emissions savings should not conceal higher energy bills or displacement pressure.

Food systemsSDG 2 · 12 · 13

Improve reliable food access across an existing service network. The task force's 2024 recommendations call for better referral and delivery coordination, including culturally appropriate food.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test an operator-facing availability and referral service that helps a household find suitable provision without repeatedly explaining its circumstances. This is a coordination hypothesis, not a substitute for food funding.

Potential customers

Food-service nonprofits, community clinics, and organisations administering grocery or meal programmes.

A pilot worth testing

Work with two consenting providers in one neighbourhood to reconcile eligibility, opening times, delivery capacity, and confirmed handoffs for twelve weeks.

Measure the impact

Completed food referrals, waiting time, reported suitability, and provider cost per successful delivery.

Watch the tradeoff

Preserve walk-in and telephone access; do not count surplus food collected as food actually consumed or adequate nutrition.

Health & careSDG 3 · 10

Reduce the administrative distance between referral and care. The health assessment documents fragmented services and access barriers reported by residents with disabilities and special healthcare needs.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A clinic-facing navigation workflow could combine multilingual reminders, transport checks, and a human escalation queue. Begin with scheduling and follow-through, where outcomes can be observed without claiming to diagnose patients.

Potential customers

Community clinics, care-navigation teams, and healthcare organisations with a funded access-improvement programme.

A pilot worth testing

Follow one referral pathway with clinic approval, recording each handoff and why appointments fail to happen.

Measure the impact

Referral-to-appointment time, completed visits, patient-reported burden, and staff minutes per completed referral.

Watch the tradeoff

Minimise patient data, preserve clinical oversight, and measure whether an apparent efficiency gain merely moves unpaid work onto patients.

Financial inclusionSDG 1 · 8 · 10

Help people use trusted financial support. The City already offers Bank On account-navigation information and free confidential financial counselling; discovery should start with those services.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Propose a benefits-and-financial-counselling handoff tool for housing and community organisations, with plain-language preparation and an explicit record of whether support was received.

Potential customers

Housing nonprofits, workforce providers, and financial-counselling programme operators; avoid assuming financially stretched residents can fund a subscription.

A pilot worth testing

Co-design a consented referral workflow with one service provider and compare completion against its existing process.

Measure the impact

Counselling attendance, account use where voluntarily reported, avoided fees, and participant-defined financial goals.

Watch the tradeoff

Do not sell referrals, collect banking credentials, or steer residents towards expensive credit under an inclusion label.

Learning & workSDG 4 · 5 · 8

Make digital confidence useful for everyday work and services. The City's 2019–2024 digital-equity plan explicitly treats connectivity, skills, and access as connected barriers.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed assisted-learning service could teach practical tasks such as completing a job application, recognising a suspicious message, or using a workplace tool. Validate present needs locally because the published baseline is historical.

Potential customers

Community organisations, adult-learning providers, libraries, and employers funding accessible training.

A pilot worth testing

Offer short supported sessions in one existing community venue, with translated materials and a device-access check.

Measure the impact

Independent task completion, confidence after thirty days, repeat use, and progression to an actual service or job opportunity.

Watch the tradeoff

Attendance and certificates are activity measures; assess accessibility and progression without requiring unnecessary identity or employment data.

Circular citiesSDG 6 · 11 · 12

Recover value before construction materials become waste. SF Environment describes building-product reuse work and a regional All for Reuse alliance; it also requires separation of recyclables and compostables.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test a pre-renovation inventory and logistics service for reusable fixtures and unopened surplus. The difficult transaction is matching specifications, timing, storage, and responsibility, not simply listing materials online.

Potential customers

Commercial property managers, fit-out contractors, receiving projects, and qualified reuse organisations.

A pilot worth testing

Inventory one planned fit-out before demolition and secure receiving projects before dismantling begins.

Measure the impact

Verified mass reused, avoided new purchases, transport distance, net project cost, and material-specific embodied-carbon estimates.

Watch the tradeoff

Inspect condition and safety; a claimed diversion benefit must account for storage, transport, rejection, and final disposal.

Understand who’s
already building.

Keep the difficult
questions in view.

Coordination is not new service capacity

The food task force describes both fragmentation and funding pressure. A better referral interface cannot create meals, clinical appointments, or delivery staff. Report unmet demand rather than silently dropping unsuccessful referrals.

San Francisco Food Security Task Force

City targets are not investable demand

Climate commitments establish direction, while a viable business still needs a funded owner, permission to install, credible savings, and a purchasing route. Treat every proposed buyer and pilot here as unvalidated until direct discovery confirms them.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which retrofit bottleneck do small building owners already pay to solve, and who bears the resident's energy-bill risk?
  2. Where do food and care referrals fail after the first contact, and can providers share completion data with meaningful consent?
  3. Which reusable building products have dependable local buyers before the donor project's demolition deadline?

Follow the evidence.
