THE LOCAL THESIS

Our editorial thesis: start with a specific institutional workflow and a neighbourhood outcome. New York offers identifiable operators and policy-driven problems, but neither regulatory urgency nor metropolitan scale guarantees a paying customer.

New York's buildings agenda provides a concrete discovery starting point: Local Law 97 covers most buildings over 25,000 square feet, with emissions limits beginning in 2024 and stricter limits in 2030. Coverage includes additional multi-building rules and exceptions, so the headline threshold cannot determine an individual property's obligations. Work with qualified professionals and distinguish compliance calculations from actual savings or completed retrofits.

The city's Food and Climate Strategy, financial-counselling network, Workforce1 services, and public-health reporting show a second pattern: many support systems already exist. The proposed opportunity is often to improve access, delivery, and coordination within those systems. Research must account for differences between boroughs and populations. A citywide average can conceal substantial health inequity, and a pilot at a specialist industrial campus is not proof that the same product will work in occupied apartments.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in New York. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISOur editorial thesis: start with a specific institutional workflow and a neighbourhood outcome. New York offers identifiable operators and policy-driven problems, but neither regulatory urgency nor metropolitan scale guarantees a paying customer.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in New York. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

New York: a local outcome ledger

  • Climate

Measured energy change, verified operational emissions, installed cost, implementation time, and resident comfort.

  • Food

Edible food wasted per meal, cost per nutritious meal, diner acceptance, and stated procurement-emissions estimates.

  • Health

Follow-up completion, time to care, patient experience, and clinically selected outcome measures stratified where appropriate.

  • Finance

Completed sessions, participant-defined goals, documented fee reductions where available, and time saved preparing for a session.

  • Learning

Paid placements, retention, wages, predictable hours, and learner-reported value, alongside course completion.

  • Circular

Contamination rate, verified material received for reuse, resident participation, and building staff time.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Turn building emissions obligations into a sequenced operating plan. The City's guidance links large-building emissions limits to 2024 and 2030 compliance periods.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed service could connect utility records, equipment condition, engineering recommendations, contractor scheduling, and board approval. The wedge is helping a co-op or multifamily owner complete a defensible next project.

Potential customers

Co-op boards, property managers, affordable-housing owners, and energy-service contractors, with building-specific professional advice.

A pilot worth testing

Select three consenting buildings and compare a prioritised maintenance-and-retrofit plan against their existing decision process.

Measure the impact

Measured energy change, verified operational emissions, installed cost, implementation time, and resident comfort.

Watch the tradeoff

Confirm the applicable building category; do not promise that a generic software report establishes legal compliance or prevents penalties.

Food systemsSDG 2 · 12 · 13

Reduce avoidable food waste while protecting nutrition and affordability. The Food and Climate Strategy connects procurement, distribution, surplus recovery, and dietary change.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test demand forecasting and menu-level measurement for institutional kitchens. A smaller first contract could help an operator reduce overproduction without reducing meal access or relying on uncertain surplus donations.

Potential customers

Institutional caterers, universities, hospitals, and multi-site food-service operators; public contracts require their own purchasing route.

A pilot worth testing

Measure preparation waste and plate waste in two kitchens, then trial ordering and portion changes over one menu cycle.

Measure the impact

Edible food wasted per meal, cost per nutritious meal, diner acceptance, and stated procurement-emissions estimates.

Watch the tradeoff

Maintain dietary needs and cultural suitability; smaller portions that leave diners hungry are not an impact success.

Health & careSDG 3 · 10

Measure access and prevention below the city average. Finalised 2023 statistics report 78.3 years of life expectancy for Black New Yorkers versus 83.3 for white New Yorkers.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed community-provider workflow could track completion of chronic-disease follow-up after an initial appointment, using trusted outreach and human navigation. Confirm the clinical pathway and funded owner before developing the product.

Potential customers

Community health providers, care-management organisations, and health systems running a defined prevention programme.

A pilot worth testing

Co-design follow-up reminders and a navigation queue for one clinic pathway, with an approved comparison period.

Measure the impact

Follow-up completion, time to care, patient experience, and clinically selected outcome measures stratified where appropriate.

Watch the tradeoff

Do not attribute a citywide life-expectancy change to a short pilot; protect patient information and avoid automated eligibility exclusion.

Financial inclusionSDG 1 · 8 · 10

Make existing financial counselling easier to reach. NYC Financial Empowerment Centers provide free confidential counselling to adults who live or work in the city.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test preparation and referral tools for housing or employment-service teams, reducing repeated document collection and lost handoffs. The product would support trained counsellors rather than sell debt products to residents.

Potential customers

Nonprofit service providers, housing organisations, and operators with a funded resident-support budget.

A pilot worth testing

Offer optional counselling referrals at one existing service touchpoint and track attendance with participant consent.

Measure the impact

Completed sessions, participant-defined goals, documented fee reductions where available, and time saved preparing for a session.

Watch the tradeoff

Explain that counselling centres do not issue loans or grants. Do not monetise vulnerability through lead sales or lending commissions.

Learning & workSDG 4 · 5 · 8

Connect training to an employer's real job requirements. Workforce1 already offers career help, job referrals, and access to free training across the boroughs.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

A proposed employer-and-provider coordination service could make entry requirements, shift patterns, travel, and support needs visible before someone starts a course. Retrofit maintenance is one possible discovery segment, not an assumed hiring shortage.

Potential customers

Training providers and employers recruiting for clearly specified roles; explore institutional payment before learner charges.

A pilot worth testing

Recruit one employer and one provider, agree a skills rubric, and support a small cohort through interviews and ninety-day retention.

Measure the impact

Paid placements, retention, wages, predictable hours, and learner-reported value, alongside course completion.

Watch the tradeoff

Do not equate enrolment with employment or advertise jobs without employer commitments; account for language and disability access.

Circular citiesSDG 6 · 11 · 12

Solve the practical last steps of reuse and organics separation. Citywide curbside composting and donateNYC provide existing infrastructure that a new service should complement.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Test a building-level service combining bin placement, multilingual resident guidance, contamination checks, and a usable-goods handoff to established reuse channels.

Potential customers

Multifamily property managers, building-service contractors, and institutions disposing of reusable goods.

A pilot worth testing

Work with one residential portfolio and one reuse recipient, recording materials, collection reliability, and rejection reasons.

Measure the impact

Contamination rate, verified material received for reuse, resident participation, and building staff time.

Watch the tradeoff

Count actual acceptance and reuse rather than listings or collections alone; avoid hazardous materials and verify final destinations.

Understand who’s
already building.

Keep the difficult
questions in view.

Compliance complexity can defeat a generic product

Local Law 97 includes different coverage tests and building categories. Confirm the exact property's obligations, professional responsibilities, and current guidance before promising savings or compliance outcomes.

New York City Department of Buildings

City averages can hide unequal outcomes

Finalised 2023 health data show substantial differences in life expectancy between racial groups. Evaluate recruitment, access, and outcomes across the people a service is designed to reach; averages alone are an inadequate impact claim.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which building decision causes the greatest delay: engineering, financing, board approval, contractor availability, or resident access?
  2. Can an institutional kitchen reduce measured waste while keeping nutrition, price, and diner satisfaction stable?
  3. Which employment and counselling handoffs currently lack a verified completion signal, and who would fund fixing them?

Follow the evidence.
