THE LOCAL THESIS

Singapore rewards an impact proposition that can survive rigorous operational and regulatory scrutiny. The editorial opportunity is to demonstrate a specific result with a credible local buyer, then separately validate whether the economics and access model transfer to other Southeast Asian markets.

Singapore's constraints connect several impact sectors. SFA's 2024 statistics state that more than 90% of food is imported; its evolving Food Story 2 strategy stresses diversified supply and resilience. The Green Plan includes building-efficiency and energy-transition targets. These facts justify investigating resilient operations, but neither an import share nor a government target is a venture market-size estimate. Expensive local production is not automatically an impact improvement if its energy, affordability or reliability is worse than the alternative.

Ageing and household capability are equally important. MOH's refreshed ageing plan projects around one in four Singaporeans aged 65 or above by 2030. MAS describes SGFinDex as consent-based financial-data infrastructure, while SkillsFuture supports eligible mid-career citizens. These are specific systems with participation conditions, not universal access. NUS Enterprise's public account of its social-impact programme shows an established ecosystem for purposeful ventures. The proposals below are research hypotheses, not funded Pheonix programmes, procurement announcements, clinical claims or evidence of affiliation with any listed organisation.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in Singapore. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISSingapore rewards an impact proposition that can survive rigorous operational and regulatory scrutiny. The editorial opportunity is to demonstrate a specific result with a credible local buyer, then separately validate whether the economics and access model transfer to other Southeast Asian markets.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Singapore. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

Singapore: a local outcome ledger

  • Climate

Weather- and occupancy-adjusted electricity use, cooling performance, peak demand, verified cost savings and comfort complaints.

  • Food

Time to a compliant substitute, rejected or spoiled food, continuity of deliveries and total delivered cost.

  • Health

Completed care contacts, caregiver time, service participation, staff workload and older participants' reported confidence or isolation.

  • Finance

Comprehension, avoidable fees reduced, completed user-selected actions, complaint rates and successful consent withdrawal.

  • Learning

Role transitions, sustained employment, earnings, task competence and participant out-of-pocket cost after support.

  • Circular

Material actually recycled, contamination rate, collection cost per accepted tonne and avoided virgin-material use where supportable.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Proposed wedge: make cooling and building operations measurably more efficient while preserving comfort.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

The Green Plan sets an ambition to green 80% of buildings by gross floor area by 2030. A practical product could help existing operators identify and maintain operational savings rather than selling another carbon-reporting layer.

Potential customers

Commercial building owners, facilities managers, campuses and portfolio operators with metered energy data and maintenance budgets.

A pilot worth testing

Trial cooling set-point, scheduling and fault-detection improvements in one occupied building, using a matched baseline and tenant feedback.

Measure the impact

Weather- and occupancy-adjusted electricity use, cooling performance, peak demand, verified cost savings and comfort complaints.

Watch the tradeoff

Account for installation and maintenance costs. Do not reduce ventilation or thermal safety to produce an attractive energy number.

Food systemsSDG 2 · 12 · 13

Proposed wedge: help food businesses switch supply safely and waste less when disruption occurs.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

SFA places diversification at the centre of resilience and requires accreditation for higher-risk imports. Supplier documentation, contingency procurement and cold-chain exception handling offer concrete problems to investigate.

Potential customers

Importers, institutional caterers, distributors and food manufacturers whose operations depend on reliable approved sources.

A pilot worth testing

Map one ingredient's approved alternatives, test traceability and temperature records on a limited shipment set, and rehearse a supplier-disruption scenario.

Measure the impact

Time to a compliant substitute, rejected or spoiled food, continuity of deliveries and total delivered cost.

Watch the tradeoff

Do not represent a supplier database as food-safety approval. Traceability data, licensing and physical handling must agree; resilience gains should not make essential food unaffordable.

Health & careSDG 3 · 10

Proposed wedge: support ageing in the community by making care coordination easier for both workers and older people.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

MOH's ageing plan links health, social welfare, employment and infrastructure. A service could investigate missed appointments, caregiver coordination or participation barriers before adding a new medical device.

Potential customers

Community-care providers, active-ageing service operators and care organisations with a defined responsibility for follow-up.

A pilot worth testing

Co-design a multilingual, staff-assisted scheduling and check-in process for one service, with explicit consent and a human escalation pathway.

Measure the impact

Completed care contacts, caregiver time, service participation, staff workload and older participants' reported confidence or isolation.

Watch the tradeoff

Preserve non-digital access and autonomy. Attendance or app use does not establish better health; clinical outcomes need an appropriate study design.

Financial inclusionSDG 1 · 8 · 10

Proposed wedge: turn consented financial information into understandable household decisions without pushing unsuitable products.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

SGFinDex enables participating services to retrieve financial data with Singpass-based authorisation. The gap to investigate is comprehension and follow-through, particularly for people who need assisted financial planning.

Potential customers

Participating financial institutions, authorised financial-planning providers and community financial-capability programmes.

A pilot worth testing

Test a plain-language financial-health explanation with voluntary users through an appropriate existing provider; measure whether they understand obligations and next steps.

Measure the impact

Comprehension, avoidable fees reduced, completed user-selected actions, complaint rates and successful consent withdrawal.

Watch the tradeoff

Access to SGFinDex is not automatic for a new startup. Minimise retained data and separate education from regulated advice or commission-led recommendations.

Learning & workSDG 4 · 5 · 8

Proposed wedge: help mid-career workers convert eligible training into employer-recognised practical capability.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

SkillsFuture Level-Up supports Singapore citizens aged 40 and above through specified subsidies and allowances. An employer-linked service could improve course selection, supervised practice and evidence of skills after training.

Potential customers

Employers changing operating processes, approved training providers and workforce organisations serving eligible mid-career learners.

A pilot worth testing

Start with a real role requirement, combine an eligible course with paid workplace practice, and compare progression with the employer's existing training route.

Measure the impact

Role transitions, sustained employment, earnings, task competence and participant out-of-pocket cost after support.

Watch the tradeoff

Eligibility differs by programme and person. Do not imply subsidies cover everyone or use course completions as a substitute for employment outcomes.

Circular citiesSDG 6 · 11 · 12

Proposed wedge: improve the quality and economics of a recyclable stream before increasing collection volume.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

NEA's 2025 account distinguishes an 11% domestic recycling rate from 52% overall recycling and describes export-cost and commodity-price pressures. A viable service must secure a real downstream use.

Potential customers

Building managers, commercial waste generators, collectors and processors with clear contamination or sorting costs.

A pilot worth testing

Choose one material in one building cluster, audit contamination, change bin placement and user instructions, then verify acceptance by a named processor.

Measure the impact

Material actually recycled, contamination rate, collection cost per accepted tonne and avoided virgin-material use where supportable.

Watch the tradeoff

Collection and recycling are different outcomes. Include rejected loads, transport and volatile resale values; do not infer a citywide result from a convenient pilot site.

Understand who’s
already building.

questions in view.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which buyer has both a measurable operating problem and a budget for a recurring solution?
  2. What independent evidence would show better affordability, safety or access rather than greater digital engagement?
  3. Which assumptions depend on Singapore-specific infrastructure and must be retested in a second market?

Follow the evidence.
