THE LOCAL THESIS

Editorial thesis: Accra offers a practical setting for ventures that make essential services more reliable and affordable. Start with a defined buyer and a measurable operating problem, then earn the right to expand across the metropolitan area.

Accra's opportunity cannot be separated from its physical infrastructure. The World Bank's May 2023 Greater Accra resilience financing announcement links flooding in the Odaw basin to development in exposed areas, drainage maintenance and solid waste accumulation. Its additional US$150 million allocation is project financing, not startup investment or an addressable market estimate. The useful founder question is where maintenance, monitoring and service delivery can complement the public infrastructure programme. A neighbourhood-level intervention needs the relevant assembly, landowners and existing service providers at the table.

Ghana's national payment oversight report describes increased digital payment adoption in 2024, while the 2024 health survey results brief identifies gaps in facility water, electricity and internet readiness. These are national observations; they do not establish the same incidence in Accra. Together with the University of Ghana's postharvest and research infrastructure, they suggest testable links between dependable energy, food handling, care continuity and small-business productivity. The proposals below are desk-research hypotheses. Local interviews, price discovery and a baseline are still required before treating any of them as demonstrated demand.

02 / SIX CONNECTED LENSES

A city is a living system.

Explore six ways to ask a better business question in Accra. Connections indicate shared operating questions, with no scoring or market-size comparison.

THE CONNECTING THESISEditorial thesis: Accra offers a practical setting for ventures that make essential services more reliable and affordable. Start with a defined buyer and a measurable operating problem, then earn the right to expand across the metropolitan area.

Editorial relationships across the six research markets. Every node opens the full local brief; each opportunity still requires local validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Accra. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Choose one market, one buyer problem and one testable intervention. Agree local safeguards before starting.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

Accra: a local outcome ledger

  • Climate

Track service uptime, electricity and backup-fuel expenditure, productive hours and verified energy use against a measured baseline.

  • Food

Measure loss by weight and value, vendor net margin after fees, food safety incidents and payment time to suppliers.

  • Health

Follow completed referrals, time to follow-up, duplicated administrative work and patient travel expenditure; clinical outcomes require an appropriate evaluation design.

  • Finance

Measure time saved, unresolved settlement errors, merchant retention and net income after fees; keep borrowing volume separate from positive impact.

  • Learning

Report completion, paid placement at three and six months, take-home earnings and employer repeat purchase rather than course enrolments alone.

  • Circular

Report contamination, missed pickups, tonnes accepted by the processor, collector earnings and neighbourhood cleanliness using a repeatable survey.

Keep the counter-evidence.

Check who is left out, what the intervention costs and which negative effects would invalidate the claim. Involve the people expected to benefit.

Where could useful
businesses begin?

The evidence frames the context. Buyers, pilots and outcomes below are proposed research directions, requiring local validation.

Climate & energySDG 7 · 11 · 13

Reliable power for productive businesses is a sharper entry point than a broad clean-energy promise. Ghana's net-metering code establishes a framework for renewable self-generation, but does not demonstrate that any particular Accra installation is financeable.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: combine load audits, efficient refrigeration and rooftop generation for businesses whose daytime demand can absorb production. Begin with avoided operating cost and equipment uptime rather than assumed export revenue.

Potential customers

A cluster of independent grocers, pharmacies or owner-operated commercial buildings; the owner or tenant with a sufficiently long lease is the paying buyer.

A pilot worth testing

Audit ten premises, obtain utility and landlord requirements, then instrument two installations across a full billing cycle before proposing finance.

Measure the impact

Track service uptime, electricity and backup-fuel expenditure, productive hours and verified energy use against a measured baseline.

Watch the tradeoff

Imported equipment, financing terms and maintenance can overwhelm savings. Model replacement costs and do not treat net-metering credits as guaranteed cash income.

Food systemsSDG 2 · 12 · 13

Food handling between suppliers and urban vendors deserves attention alongside farm productivity. The University of Ghana's postharvest hub explicitly works on storage, drying, quality management and value addition.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: an aggregation service offering reusable crates, scheduled collections and shared cooling could reduce damage for a tightly defined produce route serving Accra, if vendor margins support the fee.

Potential customers

Market trader groups, produce distributors and institutional caterers with repeat demand; farmers and porters should be included in service design.

A pilot worth testing

Choose one crop with twenty consenting vendors. Weigh receipts, rejected produce and saleable output before and during a six-week crate-and-handling trial.

Measure the impact

Measure loss by weight and value, vendor net margin after fees, food safety incidents and payment time to suppliers.

Watch the tradeoff

Cooling is not automatically economical. Match temperature requirements, turnover and power reliability; prevent exclusivity clauses that weaken traders' bargaining power.

Health & careSDG 3 · 10

The national health survey points to infrastructure readiness and referral information transfer as operational issues. Accra-specific facility baselines are needed before generalising those findings to the city.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: an offline-capable referral and follow-up workflow can help a small primary-care network close the loop when patients move between facilities, without requiring a new clinical diagnostic system.

Potential customers

Licensed clinics and their referral hospitals; providers or an agreed payer would fund the workflow rather than relying on patients to buy another app.

A pilot worth testing

Map one existing referral pathway with clinicians, capture only the minimum necessary information and test staff-assisted follow-up at three participating facilities.

Measure the impact

Follow completed referrals, time to follow-up, duplicated administrative work and patient travel expenditure; clinical outcomes require an appropriate evaluation design.

Watch the tradeoff

Obtain consent and institutional approval, restrict access and retain an emergency escalation route. A software reminder cannot remedy unavailable staff, medicines or water.

Financial inclusionSDG 1 · 8 · 10

Digital payment growth creates distribution infrastructure, but transaction activity alone does not prove that small businesses have better financial health. The Bank of Ghana frames oversight and payment risk as continuing priorities.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: reconciled sales records and plain-language cash-flow tools are a useful service for traders accepting several payment methods. Value should come from reduced mistakes and clearer daily balances.

Potential customers

Trader associations, small retail chains or licensed payment providers that can distribute a tool; merchants are users whose willingness to pay must be tested.

A pilot worth testing

Run a voluntary eight-week ledger trial with thirty merchants, comparing reconciliation time and discrepancies with their existing paper or phone records.

Measure the impact

Measure time saved, unresolved settlement errors, merchant retention and net income after fees; keep borrowing volume separate from positive impact.

Watch the tradeoff

Use a licensed partner for regulated payment services. Do not collect wallet credentials, sell transaction histories or infer creditworthiness without meaningful permission.

Learning & workSDG 4 · 5 · 8

Accra has an established software-entrepreneurship training institution in MEST and a university research base. Their existence supports a talent thesis, not a claim that every graduate can obtain a well-paid role.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: short employer-defined projects in bookkeeping automation, quality assurance or business software support could create a more direct route from training to paid work.

Potential customers

Local SMEs and service exporters with explicit tasks, assessment criteria and a budget for supervised placements; training organisations are potential delivery channels.

A pilot worth testing

Recruit ten learners for a paid six-week project sprint, with named employer supervisors and written deliverables. Test work quality before expanding the cohort.

Measure the impact

Report completion, paid placement at three and six months, take-home earnings and employer repeat purchase rather than course enrolments alone.

Watch the tradeoff

Provide equipment access and realistic schedules. Do not shift unpaid production work onto learners or make employment guarantees unsupported by employer commitments.

Circular citiesSDG 6 · 11 · 12

In the Odaw basin, waste services and drainage performance are linked. A circular venture must demonstrate collection reliability and material destination, not just the number of bags collected.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: scheduled separation and collection for market organics or a single packaging stream can create cleaner inputs and reduce leakage where a contracted processor has real capacity.

Potential customers

Market managers, commercial property owners and existing licensed collectors; confirm which assembly controls the service area before designing procurement.

A pilot worth testing

Map one market's waste flows, agree collection roles with incumbents and weigh a segregated stream through delivery to a verified destination over eight weeks.

Measure the impact

Report contamination, missed pickups, tonnes accepted by the processor, collector earnings and neighbourhood cleanliness using a repeatable survey.

Watch the tradeoff

Protect existing workers, use safe handling and verify offtake. Waste diversion does not by itself prove reduced flooding, which also depends on rainfall and drainage infrastructure.

Infrastructure dependency

Drainage, power and waste services depend on several organisations. Validate maintenance ownership and access before selling an outcome that a startup cannot control alone.

World BankEnergy Commission, Ghana

Digital access and trust

National facility connectivity gaps argue for assisted and offline workflows. Payment and patient information require explicit permissions, access controls and a practical complaints route.

A pilot is not metro-wide demand

University and incubator infrastructure can help validate products, but does not replace customer evidence. Check pricing, repeat use and maintenance economics before expansion.

QUESTIONS FOR LOCAL DISCOVERY
  1. Which assembly and existing operator can authorise and maintain a neighbourhood pilot after its initial funding ends?
  2. What can a trader or clinic pay from documented savings after equipment, support and transaction costs?
  3. Which users are excluded by language, device ownership, disability or working hours, and how will participation be supported?

Follow the evidence.
