Learning & work
in Lagos.

LSETF's employability work uses employer input, vocational training and placements. This suggests a useful implementation discipline: train for verified demand and measure what happens after the course.

THE PLACE BEHIND THE OPPORTUNITY

Editorial thesis: Lagos rewards products that save time and protect operating margins across fragmented service networks. A credible impact case must show who pays, which incumbent livelihoods change and whether households actually retain the savings.

Lagos is a compelling operating laboratory because public and private service networks interact closely. World Bank research on its bus rollout finds that minibuses adjusted routes and frequency when public services entered, creating different effects for different commuters. Its reported 62% minibus trip share belongs to the research setting, not a live 2026 mobility dashboard. The broader lesson is useful across markets: an entrant changes the surrounding network. Model the response of drivers, traders and distributors instead of assuming an isolated product rollout.

THE BUYER QUESTION

Maintenance companies and growing SMEs with named vacancies, supervision capacity and written commitments; training providers deliver the learning and assessment.

THE EXPERIMENT

Secure three employers before recruiting fifteen trainees. Offer paid placements, practical safety assessment and travel support, then follow earnings for six months.

The opportunity

Hypothesis: employer-sponsored training for solar maintenance, cold-chain servicing or business-software operations can connect the city's service gaps to paid technical work.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lagos. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Track retained paid jobs, real earnings after transport costs, employer repeat hiring and participation by women and people with disabilities.

Keep the counter-evidence.

A training certificate is not employment. Publish placement definitions and attrition; protect trainees from unpaid labour and tasks requiring qualifications they do not hold.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

PUT IT IN PERSPECTIVE

The global market context.

UNESCO’s 2026 monitoring report identifies 273 million children and young people out of school; the underlying global population estimate refers to 2024. The report stresses that national contexts shape both barriers and possible responses.UNESCO

The ILO’s January 2026 outlook projects a global jobs gap of 408 million in 2026 and describes persistent informal work and job-quality deficits. The jobs gap includes people wanting paid work and is broader than unemployment.International Labour Organization
