THE PLACE BEHIND THE OPPORTUNITY

Sydney offers several distinct impact markets rather than one uniform ecosystem. A useful entry strategy pairs a tightly defined buyer and geography with a measurable service improvement: apartment electrification, safer care handoffs, better food separation or access to paid transition work.

ABS estimates Greater Sydney's population at 5,638,830 at June 2025. That statistical metropolitan area is much larger than the City of Sydney local government area. The City's environmental strategy sets a 2035 net-zero objective and reports a 41% reduction in local-area emissions in 2023 against 2006. Founders must preserve these boundaries: a council target, a state programme and a metropolitan population cannot be mixed into one market-size calculation. Scope determines the relevant buyer, planning responsibility, service coverage and baseline.

Sydney context sits beside the global signal. Different geographies and units remain separate.

THE BUYER QUESTION

Energy-service firms, construction contractors, facilities employers and registered training organisations with a defined role and supervisor.

THE EXPERIMENT

Create a paid placement pathway for one role, verify prerequisites with the training provider and employer, and assess practical competence before assigning responsibility.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

TAFE NSW offers renewable-energy microskills and qualifications. A complementary service could help employers translate a real operating need into a training-and-placement pathway, rather than building an unrecognised credential.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Sydney. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Paid placements sustained, earnings progression, qualification completion, employer retention and safe performance of assessed tasks.

Keep the counter-evidence.

A short course is not an electrical licence. Include transport, tools, supervision and time costs when judging access for career changers.

PUT IT IN PERSPECTIVE

The global market context.

UNESCO’s 2026 monitoring report identifies 273 million children and young people out of school; the underlying global population estimate refers to 2024. The report stresses that national contexts shape both barriers and possible responses.UNESCO

The ILO’s January 2026 outlook projects a global jobs gap of 408 million in 2026 and describes persistent informal work and job-quality deficits. The jobs gap includes people wanting paid work and is broader than unemployment.International Labour Organization

WHAT TO LEARN BEFORE BUILDING
  1. What can learners do afterwards that they could not do before?
  2. Who is least likely to finish, and why?
  3. Does the employer need a credential, a task capability, or both?
