THE PLACE BEHIND THE OPPORTUNITY

Sydney offers several distinct impact markets rather than one uniform ecosystem. A useful entry strategy pairs a tightly defined buyer and geography with a measurable service improvement: apartment electrification, safer care handoffs, better food separation or access to paid transition work.

ABS estimates Greater Sydney's population at 5,638,830 at June 2025. That statistical metropolitan area is much larger than the City of Sydney local government area. The City's environmental strategy sets a 2035 net-zero objective and reports a 41% reduction in local-area emissions in 2023 against 2006. Founders must preserve these boundaries: a council target, a state programme and a metropolitan population cannot be mixed into one market-size calculation. Scope determines the relevant buyer, planning responsibility, service coverage and baseline.

THE BUYER QUESTION

Appropriate CDR participants, financial-wellbeing services, community organisations and employers offering independent employee support.

THE EXPERIMENT

Partner through a compliant participation model, test one banking or energy comparison journey and follow whether a user-selected change actually improves costs.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Australia's Consumer Data Right is active in banking and energy. An assisted comparison service could investigate how to turn consented data into real savings for households that find tariff and account terms difficult to compare.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Sydney. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Net annual costs after fees, comprehension, completed suitable switches, complaints and successful consent revocation.

Keep the counter-evidence.

Do not ask for bank passwords or imply accreditation. Disclose commissions and recognise that a lower tariff is not beneficial if fees, eligibility or hardship protections are worse.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

The World Bank reports 1.3 billion adults still without accounts and substantial gaps in safe digital access. Its release also highlights the need for consumer protection and secure payment infrastructure alongside account access.World Bank

WHAT TO LEARN BEFORE BUILDING
  1. Which existing cost or uncertainty will disappear?
  2. What happens when a payment fails?
  3. Can excluded users access an assisted or offline route?
