THE PLACE BEHIND THE OPPORTUNITY

Lisbon is a promising place to test neighbourhood-scale impact businesses that can later sell into other European cities. The editorial opportunity is to connect established municipal services, local SMEs and technical talent around a measurable operational problem, rather than treating the city's international startup visibility as evidence of customer demand.

Lisbon City Council's climate programme sets an 80% greenhouse-gas reduction ambition against 2002 and climate neutrality by 2030, while explicitly naming resilience, energy poverty and a just transition. These are policy objectives, not achieved outcomes. For founders, this suggests testing products against both environmental performance and household affordability. A retrofit that lowers modelled emissions but raises a resident's total monthly cost would fail that combined test. Establish the actual building, neighbourhood and purchasing authority before translating a city commitment into a revenue forecast.

01 / THE EVIDENCE, DRAWN TO SCALE

Lisbon context sits beside the global signal. Different geographies and units remain separate.

THE BUYER QUESTION

Office operators, hospitality businesses, landlords and social organisations replacing furniture in batches.

THE EXPERIMENT

Inventory one office move, identify items with a confirmed reuse destination, and repair and deliver a small batch through qualified local tradespeople.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Lisbon's Oficina Ripas connects furniture recovery, public tools and repair learning. A founder could test complementary inspection, collection and resale logistics rather than duplicating a free municipal workshop.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lisbon. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Items and material mass kept in service, verified replacement purchases avoided, repair-job income and cost per successful reuse.

Keep the counter-evidence.

Account for transport, storage and rejected inventory. A collected item is not reused until another user actually puts it into service.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

PUT IT IN PERSPECTIVE

The global market context.

UNEP’s 2024 waste outlook projects municipal solid waste increasing from 2.1 billion tonnes in 2023 to 3.8 billion tonnes in 2050 under the described trajectory. The 2050 figure is a projection, not measured waste or a revenue forecast.UNEP / International Solid Waste Association

UNEP and the International Resource Panel report that natural-resource extraction tripled over the previous five decades. Material consumption, infrastructure and environmental impacts must be considered together; recycling alone cannot establish circularity.UNEP / International Resource Panel

WHAT TO LEARN BEFORE BUILDING
  1. Can the need for a new product or material be avoided first?
  2. Who will buy the recovered output at a repeatable quality?
  3. Does the model improve conditions for existing workers?

Follow the evidence.
