Financial inclusion
in Lagos.

Nigeria's payment-channel data shows substantial electronic activity, but a national channel share does not measure Lagos merchant profitability or inclusion. Reliable reconciliation remains a testable operating need.

THE PLACE BEHIND THE OPPORTUNITY

Editorial thesis: Lagos rewards products that save time and protect operating margins across fragmented service networks. A credible impact case must show who pays, which incumbent livelihoods change and whether households actually retain the savings.

Lagos is a compelling operating laboratory because public and private service networks interact closely. World Bank research on its bus rollout finds that minibuses adjusted routes and frequency when public services entered, creating different effects for different commuters. Its reported 62% minibus trip share belongs to the research setting, not a live 2026 mobility dashboard. The broader lesson is useful across markets: an entrant changes the surrounding network. Model the response of drivers, traders and distributors instead of assuming an isolated product rollout.

THE BUYER QUESTION

Merchant groups and licensed payment service providers; start with one trade segment whose transaction volume and settlement pain can be observed.

THE EXPERIMENT

Invite thirty merchants to compare daily settlement records over eight weeks. Record failed-payment disputes and time spent reconciling with informed consent.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: a sales-and-settlement tool for market merchants can reconcile bank transfers, point-of-sale receipts and cash, with clear dispute evidence and low-bandwidth operation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lagos. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Report unresolved discrepancies, settlement delay, admin time and merchant income after fees, alongside user complaints and retention.

Keep the counter-evidence.

Work through licensed institutions for regulated services. Do not mistake gross payment flow for revenue or use contacts and private transaction histories for coercive debt collection.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

The World Bank reports 1.3 billion adults still without accounts and substantial gaps in safe digital access. Its release also highlights the need for consumer protection and secure payment infrastructure alongside account access.World Bank
