Climate & energy
in Lagos.

A state electricity market opens an important local regulatory conversation. It does not remove the need for permits, technical compliance, credible maintenance and customers who can pay.

THE PLACE BEHIND THE OPPORTUNITY

Editorial thesis: Lagos rewards products that save time and protect operating margins across fragmented service networks. A credible impact case must show who pays, which incumbent livelihoods change and whether households actually retain the savings.

Lagos is a compelling operating laboratory because public and private service networks interact closely. World Bank research on its bus rollout finds that minibuses adjusted routes and frequency when public services entered, creating different effects for different commuters. Its reported 62% minibus trip share belongs to the research setting, not a live 2026 mobility dashboard. The broader lesson is useful across markets: an entrant changes the surrounding network. Model the response of drivers, traders and distributors instead of assuming an isolated product rollout.

THE BUYER QUESTION

Building owners, small manufacturers and retail clusters with verifiable electricity and backup-generation expenditure; identify who holds the utility account and equipment rights.

THE EXPERIMENT

Instrument one consenting cluster for a month, document outages and loads, then test one efficiency or backup intervention with qualified installers.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: power-quality monitoring and efficient equipment can be a lower-capital entry point before financing shared solar or storage for a commercial cluster. The service should compete on delivered reliability and total cost.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lagos. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Measure outage hours during trading, cost per productive hour, fuel use and maintenance response; calculate emissions only from documented energy flows.

Keep the counter-evidence.

Confirm the applicable Lagos and federal requirements. Avoid promising energy savings using an assumed tariff or ignoring battery replacement and landlord-tenant incentives.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

PUT IT IN PERSPECTIVE

The global market context.

The IEA estimates global clean-energy investment at USD 2.2 trillion in 2026. This is capital expenditure across a broad energy system, not the addressable market of a startup or a city.International Energy Agency

The IPCC identifies efficiency, demand management, and changes in infrastructure use as part of mitigation. Its findings also distinguish groups needing more energy services from those able to reduce high consumption.IPCC

WHAT TO LEARN BEFORE BUILDING
  1. Which failure is the buyer already paying to solve?
  2. Can the savings repay the full installed cost without a subsidy?
  3. Who receives the financial and resilience benefits?
