Circular cities
in Lagos.

LAWMA describes source-separation initiatives, commercial collection and marine-waste work. A new circular service must fit the existing collection system and distinguish recoverable material from contaminated residual waste.

THE PLACE BEHIND THE OPPORTUNITY

Editorial thesis: Lagos rewards products that save time and protect operating margins across fragmented service networks. A credible impact case must show who pays, which incumbent livelihoods change and whether households actually retain the savings.

Lagos is a compelling operating laboratory because public and private service networks interact closely. World Bank research on its bus rollout finds that minibuses adjusted routes and frequency when public services entered, creating different effects for different commuters. Its reported 62% minibus trip share belongs to the research setting, not a live 2026 mobility dashboard. The broader lesson is useful across markets: an entrant changes the surrounding network. Model the response of drivers, traders and distributors instead of assuming an isolated product rollout.

01 / THE EVIDENCE, DRAWN TO SCALE

One place. A wider context.

Lagos context sits beside the global signal. Different geographies and units remain separate.

THE BUYER QUESTION

Market associations, estate managers and packaging producers with documented recovery needs; existing collectors and aggregators are delivery partners requiring fair commercial terms.

THE EXPERIMENT

Agree permissions and one material specification, then weigh collections from fifty premises through delivery and acceptance at a processor for eight weeks.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: contracted collection of clean packaging from a defined market or commercial estate can create more predictable supply for recyclers while improving local service quality.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lagos. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Report tonnes actually accepted, contamination, missed pickups, collector net earnings and total cost per tonne recovered.

Keep the counter-evidence.

Avoid double-counting material across aggregators or treating collection as recycling. Require worker protection and a destination audit; expansion is limited by real processing demand.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

PUT IT IN PERSPECTIVE

The global market context.

UNEP’s 2024 waste outlook projects municipal solid waste increasing from 2.1 billion tonnes in 2023 to 3.8 billion tonnes in 2050 under the described trajectory. The 2050 figure is a projection, not measured waste or a revenue forecast.UNEP / International Solid Waste Association

UNEP and the International Resource Panel report that natural-resource extraction tripled over the previous five decades. Material consumption, infrastructure and environmental impacts must be considered together; recycling alone cannot establish circularity.UNEP / International Resource Panel

WHAT TO LEARN BEFORE BUILDING
  1. Can the need for a new product or material be avoided first?
  2. Who will buy the recovered output at a repeatable quality?
  3. Does the model improve conditions for existing workers?

Follow the evidence.
