THE PLACE BEHIND THE OPPORTUNITY

Sydney offers several distinct impact markets rather than one uniform ecosystem. A useful entry strategy pairs a tightly defined buyer and geography with a measurable service improvement: apartment electrification, safer care handoffs, better food separation or access to paid transition work.

ABS estimates Greater Sydney's population at 5,638,830 at June 2025. That statistical metropolitan area is much larger than the City of Sydney local government area. The City's environmental strategy sets a 2035 net-zero objective and reports a 41% reduction in local-area emissions in 2023 against 2006. Founders must preserve these boundaries: a council target, a state programme and a metropolitan population cannot be mixed into one market-size calculation. Scope determines the relevant buyer, planning responsibility, service coverage and baseline.

THE BUYER QUESTION

Primary-care networks, allied-health providers, hospital service teams and existing clinical software vendors.

THE EXPERIMENT

Choose a single referral pathway and measure closed-loop acknowledgement and completion, beginning with workflow integration and clinician-approved data fields.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

The Australian Digital Health Agency describes interoperability as a means of sharing permitted information across providers. Sydney's clinical precincts offer relevant expertise, while actual site access and purchasing require separate validation.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Sydney. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Referral completion, time to appropriate care, duplicate administrative work, patient-reported clarity and safety incidents.

Keep the counter-evidence.

Validate standards, patient permissions and clinical responsibility. An integration demonstration cannot substantiate a diagnosis claim or improved clinical outcome.

PUT IT IN PERSPECTIVE

The global market context.

WHO and the World Bank’s 2025 monitoring report estimates that 4.6 billion people lacked essential health-service access in 2023. Financial hardship estimates refer to 2022; publication year does not make either indicator a 2025 observation.WHO / World Bank

WHO’s health-AI regulatory considerations emphasise safety, effectiveness, data quality and lifecycle oversight. A workflow improvement does not establish that an algorithm is clinically safe or approved for a diagnostic use.World Health Organization

WHAT TO LEARN BEFORE BUILDING
  1. Where does the patient pathway fail today?
  2. Who has authority to change the workflow?
  3. Would the intervention still work without a smartphone?

Follow the evidence.
