THE PLACE BEHIND THE OPPORTUNITY

Editorial thesis: Lagos rewards products that save time and protect operating margins across fragmented service networks. A credible impact case must show who pays, which incumbent livelihoods change and whether households actually retain the savings.

Lagos is a compelling operating laboratory because public and private service networks interact closely. World Bank research on its bus rollout finds that minibuses adjusted routes and frequency when public services entered, creating different effects for different commuters. Its reported 62% minibus trip share belongs to the research setting, not a live 2026 mobility dashboard. The broader lesson is useful across markets: an entrant changes the surrounding network. Model the response of drivers, traders and distributors instead of assuming an isolated product rollout.

THE BUYER QUESTION

Participating clinics, authorised insurers or employer schemes; patients and caregivers co-design the service, but clinical decisions remain with licensed practitioners.

THE EXPERIMENT

Work with two approved providers on a consent-based follow-up workflow for an existing hypertension cohort. Verify benefits with the scheme before describing coverage.

RESEARCH HYPOTHESIS · TO VALIDATE LOCALLY

The opportunity

Hypothesis: provider-led appointment navigation and medicine-refill follow-up can improve continuity for enrolled older residents, especially when patients need to understand benefits and referral steps.

03 / PROPOSED IMPACT FRAMEWORK

Make the benefit testable.

An impact claim should survive a difficult question. Design the measurement before you design the success story.

  1. 01

    Establish the baseline

Start in Lagos. Define the people, geography and existing service before measuring a change.

  2. 02

    Run a bounded pilot

Use the proposed experiment above as a starting question. Agree the local scope, duration, comparison and safeguards before beginning.

  3. 03

    Compare the outcome

Ask what would have happened otherwise. Compare like with like and record how much uncertainty remains.

WHAT TO MEASURE

The outcome ledger

  • LOCAL OUTCOME MEASURE

Measure completed follow-ups, time to resolve administrative issues, patient travel cost and medicine availability; clinical control requires clinician-led assessment.

Keep the counter-evidence.

Plan limits and provider eligibility can change. Do not imply that all care is covered or that a digital tool can substitute for a clinician, emergency care or medicine supply.

Proposed measurement pathway. No baseline, pilot result, participant count or achieved impact is being reported in this diagram.

PUT IT IN PERSPECTIVE

The global market context.

WHO and the World Bank’s 2025 monitoring report estimates that 4.6 billion people lacked essential health-service access in 2023. Financial hardship estimates refer to 2022; publication year does not make either indicator a 2025 observation.WHO / World Bank

WHO’s health-AI regulatory considerations emphasise safety, effectiveness, data quality and lifecycle oversight. A workflow improvement does not establish that an algorithm is clinically safe or approved for a diagnostic use.World Health Organization
